custom and dynamic space between Y axis labels in D3 Javascript

I have D3 Hexbin map with X and Y axis
On Y axis I want to set the labels x , y, z spaced according to the number of rows for each label.
Suppose I have 3 rows for x and 1 and 1 for y and Z, then x should take 2 rows distance from 0 and y and z should be at 1 unit distance .
How can I set the scale for string labels.
